Housing Counselor and Lending Coordinator
A Housing Counselor and Lending Coordinator is responsible for helping individuals and families navigate the process of purchasing a home. This role involves providing personalized guidance on financial planning, loan options, and home-buying strategies to help clients achieve homeownership goals. The Housing Counselor and Lending Coordinator ensures that clients are well-informed about the various aspects of the homeownership process, from budgeting and securing financing to understanding the responsibilities of homeownership.
SCOPE OF RESPONSIBILITIES
Client Intake and Counseling:
- Review and verify the accuracy and completeness of each client’s application and related documents, ensuring all required paperwork is submitted.
- Update client data in the Client Management System (CMS) in a timely manner to maintain accurate, up-to-date records.
- Prepare for, schedule, and conduct intake sessions with clients to gather information and discuss their housing needs and financial situation.
- Provide guidance and counseling on available options for clients to resolve housing challenges and achieve homeownership goals.
- Develop customized corrective action plans based on each client’s financial circumstance.
- Collect all required financial documentation from clients, such as proof of income, tax returns, and asset statements.
- Coordinate with clients to obtain additional documentation as needed and verify the accuracy of submitted materials.
- Ensure that all documents are complete, accurate, and up-to-date before submitting them to lenders or servicers.
- Budget and Financial Analysis.
- Perform a comprehensive analysis of clients’ financial documents, including income, assets, debts, and liabilities.
- Calculate key financial indicators, such as debt-to-income ratios, to assess clients’ eligibility for loan resolutions or other assistance programs.
Client Communication and Documentation:
- Respond timely to routine questions from clients regarding their housing status, available options, and required documentation.
- Ensure timely and clear communication with clients to provide updates and address concerns.
Follow-Up for Additional Documentation:
- Follow up with clients to request missing or updated documentation, ensuring that all necessary materials are submitted in a timely manner.
- Follow up with clients using the requirements in the HUD Counseling Handbook 7610.1
Record Keeping and Reporting:
- Maintain accurate and organized client records, counseling session notes, and reports.
- Adhere to invoicing procedures for the counseling services provided and maintain proper documentation for auditing purposes.
- Ensure compliance with all regulatory requirements and maintain records for accreditation or certification purposes.
- Provide regular reports and updates to management on program performance, participant feedback, and any areas of concern.
- Ensure the timely and accurate completion of the Performance and Accountability Report (PAR). This includes gathering all necessary data, reviewing the information for accuracy, and submitting the report within the designated timeframe to meet organizational and regulatory requirements.
Housing Assistance Programs:
- Stay informed about housing assistance programs and opportunities.
- Review client documentation to determine eligibility for housing assistance programs, including state or federal grants.
Outreach and Community Engagement:
- Participate/Coordinate outreach initiatives to raise awareness about available housing counseling services, helping to connect with potential clients.
Workshops:
- Oversee the planning, development, and execution of educational classes, ensuring that all programs align with the organization’s objectives and meet the needs of participants.
- Coordinate the scheduling, logistics, and resources necessary for each class, ensuring smooth operations and effective delivery.
- Manage the selection and training of instructors, ensuring they are equipped with the necessary tools, knowledge, and support to deliver high-quality educational experiences.
Loan Processing and Document Management:
- Prepare complete loan files for each client, ensuring all necessary documents are included, such as financial statements, tax returns, bank statements, and other required verifications through third parties, and assist the loan originator as needed, and set up post-closing files.
- Organize and maintain loan documentation in compliance with internal procedures and regulatory standards.
Confidentiality and Compliance:
- Ensure the confidentiality of all client information, adhering to privacy standards and ethical guidelines.
- Follow all relevant regulations and best practices to ensure compliance with state and federal laws governing housing programs.
QUALIFICATIONS
Qualifications to include, but are not limited to: Minimum of two years of progressively responsible experience in a related field. Other combinations of experience and education that meet the minimum requirements may be substituted. Knowledge of federal regulations governing the counseling process, with the experience and capability of the following:
- Must be capable of passing the HUD Certified Counseling examination.
- Interpret complex rules and regulations to determine eligibility for loan resolution programs and/or grants.
- Work cooperatively with other NeighborWorks® Waco employees and the public.
- Communicate effectively with clients or the public in face-to-face, one-on-one settings, or using the telephone.
- Comprehend and make inferences from written material.
- Learn job-related material primarily through oral instruction and observation to effectively perform job duties. This learning takes place mainly in an on-the-job setting.
- Strong organizational, follow-up, and file management skills are required.
- Professional demeanor is essential, along with strong written and verbal communication skills.
- Ability to work within deadlines.
- Bilingual a plus.
